When will the iPhone 7/7+ or IOS 10 allow reading and/or programing of NFC tags?

I owned the first internet enabled phone commercially available and every iPhone created.

I want to use NFC tags for Reading/ Recording Preventive Maintenance and Service Items for building mechanical equipment and other assets as well as building access instead of fobs.

Do I really need to buy and Android to do this as well as only have it function for android equipped service providers?

And what about NFC business cards?
